Project Objective
The main objective of the GOLSABS project is to streamline and digitize the administration of social assistance programs under the Government of Lesotho. The system aims to enhance transparency, efficiency, and accountability in the registration, management, disbursement, and reporting of social welfare benefits.
Key Goals
- Ensure timely and accurate distribution of social benefits.
- Enable integration with key national systems (HRMIS, IFMIS, National Identity).
- Enable Integration with mobile money providers (Mpesa, EcoCash)
- Provide real-time reporting and audit trails.

Brief
GOLSABS is a comprehensive social assistance management system implemented by the Government of Lesotho. It consists of an integrated web application, mobile application, The system supports beneficiary registration, benefit allocation, payment processing (both mobile and cash), and robust post-payment tracking. It also integrates with external government systems and mobile financial services through API middleware.

Methodology
The Hybrid Project Management Methodology was adopted, combining:
- Agile elements (prints for mobile and web development, iterative API integration, regular demos and feedback loops).
- Waterfall elements (initial detailed requirement gathering, fixed milestones for major modules like beneficiary registry and payment system).
This approach ensured:
- Flexibility in handling changing government needs.
